hact_csv.bin is a file format that appears only in OOE games.
It's purpose is to keep a list of hacts available to the game, and also specific information about the hact itself which is directly used by hact_tev.bin files.
- ID of the HAct
- Name of the HAct
- How many characters the HAct has
- How many special nodes it has (Effect ID 1019, which includes things like damage, branching and HAct end nodes)
- Data regarding these characters and special nodes
